2.1 Is CBI feasible? Key considerations

The decision on whether or not CBI is feasible will result from an overall analysis process. This analysis can be done as a single agency or as a joint effort to pool resources. Secondary data (including pre-crisis) should be analysed first. Primary data will be collected to fill the identified information gap.

The outcome of the assessment depends on the context and factors such as the security situation; the preference of the targeted population; the availability of communication networks; the banking network; the category/nationality of targeted beneficiaries; and market availability and activity. This means that feasibility assessments need to consider the contextual opportunities and limitations in their design and implementation.
